Pozatraktatowe metody rozwoju integracji: przykład Wspólnej polityki bezpieczeństwa i obrony


Abstrakt

Celem artykułu jest zbadanie poza-traktatowych mechanizmów rozwoju Wspólnej polityki bezpieczeństwa i obrony. Autor stawia tezę, że odpowiadały za to dwa mechanizmy. Po pierwsze tzw. zróżnicowana integracja, czyli awangarda niektórych państw, która inicjowała postępy omawianej polityki. Po drugie była to ekspansja kompetencyjna Komisji Europejskiej i Europejskiego Trybunału Sprawiedliwości.
