This article deals with the energy crisis in the countries of the European Union in 2021 - 2022 and the formulation of public policies by the European Commission to limit the effects of rising prices of electricity. The process is analyzed from the perspective of incrementalism, according to which the EC continued previous policies rather than proposing completely new solutions. The study analyzes documents published under the „REPowerEU" plan and compares them with earlier elements of EC public policy on energy. The article deals primarily with the electricity market, but due to the great importance of gas availability and prices in the crisis described, the theme of gas was also taken up.
