For Reviewers
1. A Preliminary Editorial Evaluation of the Manuscript is carried out within 30 days from the date of submission, its possible results being twofold:
- either to reject the Manuscript based on its non-compliance with standards related to structure, content, language, ethics or other justified reasons,
- or to send the Manuscript for review.
2. Manuscripts accepted in the Preliminary Editorial Evaluation are assigned to external Reviewers selected by the Editor‐in‐Chief in consultation with other members of the Editiorial Team.
3. Reviewers are nominated based on their expertise in the subject matter of the Manuscript, as documented by their publications in the field. All Article Type Manuscripts (that is not reviews, editorials, discussions, letters, notes, etc.) are subject to review by at least two independent Reviewers. By independent it shall be understood that Reviewers have no common affiliation, do not work closely together and do not remain in any business or personal relationships with the Author(s).
4. The review procedure is double‐blind (confidential, with both parties remaining anonymous).
5. The review procedure is external and only in duly justified circumstances is it possible for the Reviewer to be a member of the Editorial Team or an employee of the publisher, that is the Institute of Political Studies, PAS. An overall amount of 20% is a maximum of Manuscripts published within a year which a single Reviewer shall be assigned to review. Neither the Editor‐in‐Chief nor the Managing Editor review the Manuscripts. Authors of Manuscripts previously published in Kultura i Społeczeństwo may be invited to review a Manuscript.
6. Reviewers shall submit their reviews within 4 weeks by completing a review form available on the journal’s platform. Review forms include Reviewer’s comments and justification of the recommendation, evaluation of how the Manuscript contributes to the existing knowledge, evaluation of originality and literature review presented in the Manuscript, remarks to the Author as well as confidential remarks to the Editorial Team. Possible recommendations are as follows: a) to decline submission, b) to accept the Manuscript with major revision and further review, c) to accept the Manuscript with minor revision without further review, d) to accept unconditionally.
7. If one review is positive and the other negative, the Editor‐in‐Chief has the right to appoint a third Reviewer.
8. Based on the reviewer recommendations, within 14 days from the review submission date, the Editor‐in‐Chief together with the Managing Editor and other members of the Editorial Team decide whether to: a) send the Author a rejection decision along with a justification (whole or part of the review and possibly an additional opinion by a member of the Editorial Team), b) send the Author conditional acceptance decision with remarks along with a list of required modifications (recommendations to be sent include both Reviewer recommendations and recommendations by the Editorial Team); revisions shall be made before proceeding any further, c) assign a third Reviewer and send her/him the Manuscript for additional review, d) send the Author unconditional acceptance decision.
9. If the Author receives conditional acceptance decision (b), he/she is obliged to make all the necessary revisions or respond to each remark, accusation, suggestion. The Author shall submit a revised version of the Manuscript within 30 days. Delayed resubmission may result in a deferred or declined publication. If the Author disagrees with Reviewer and Editorial Team remarks or the Editorial Team does not accept Author’s revisions, the Author is entitled to withdraw the Manuscript and the Editorial Team is entitled to decline the Manuscript.
10. A full list of Reviewers (all persons who submitted at least one review in a given year, however with no indication of which Manuscript was reviewed by which Reviewer) is published in the final issue of the year and on the journal’s website.
