
New technological possibilities, including the development of the Internet, enable spreading of propaganda and disinformation on a large scale. Due to its influence on shaping social awareness, propaganda is an undesirable phenomenon. The European Union has decided to combat terrorist and Russian propaganda. In the first case, the member states are obliged to penalise terrorist speech and to remove terrorist content from the Internet. With regard to the Russian propaganda, the EU banned certain media outlets linked to the Russian government from broadcasting within the EU territory. Although the mentioned measures constitute an interference with the right to freedom of expression, they do not constitute a violation thereof, because currently they are necessary and proportionate.
