The main research question is how a small state influences regional cooperation. I chose Lithuania’s activity in the Three Seas Initiative (3SI) as a case study. I examine three elements related to the institutional dimension of this cooperation: first, the 3SI summit in Vilnius, which concluded Lithuania’s one-year presidency of the 3SI; second, the list of 3SI priority projects; and third, the 3SI Investment Fund. Lithuania uses various instruments to influence the direction of 3SI’s activities so that they align with its priorities. The examined examples demonstrate that, by leveraging its resources, Lithuania successfully performs tasks and achieves goals that other states attain by engaging significantly greater means.
