Belarusian Authorities in Exile after 2020 and the Operational Practices of Governments-in-Exile in the 20th Century

Abstract

Governments-in-exile, although often peripheral in the grand narrative of international relations, constitute a critical area of inquiry within both international legal doctrine and the discipline of international relations. This article offers a conceptual and comparative analysis of contemporary exile governance through the case study of the Belarusian opposition, which emerged following the contested presidential election of 2020. Situated against the backdrop of classical models of exile governments – particularly those operating during the Second World War – this study identifies structural continuities as well as fundamental divergences shaped by evolving geopolitical dynamics, normative transformations, and technological advancements. The analysis focuses on the principal actors of the Belarusian political diaspora, most notably the United Transitional Cabinet led by Sviatlana Tsikhanouskaya, which – despite the absence of territorial jurisdiction and formal international recognition – claims the symbolic and political mandate to represent the Belarusian people in the global arena. The article elucidates the normative and operational parameters within which these structures function, situating their activities within the broader frameworks of diaspora diplomacy and public diplomacy. Special attention is given to the internal pluralism and institutional fragmentation characterising the Belarusian exile landscape, and how these factors affect the coherence, legitimacy, and international standing of competing entities. Ultimately, the article not only seeks to position the Belarusian case within the established typologies of governments-in-exile, but also contributes to a broader reflection on the evolving modalities of political authority and legitimacy in the 21st century, particularly in contexts marked by authoritarian resilience, forced displacement, and transnational political activism.
