Dlaczego Amerykanie nienawidzą Kongresu i kochają swoich kongresmenów?

Abstrakt

Kongres Stanów Zjednoczonych od lat jest najgorzej ocenianą instytucją władzy federalnej, obdarzaną przy tym najniższym poziomem zaufania. Zarazem współczynnik reelekcji do Kongresu od lat pozostaje na bardzo wysokim poziomie. Celem tekstu jest dostarczenie wyjaśnienia owego paradoksu. Wydaje się, że niepopularność Kongresu w olbrzymim stopniu wynika ze specyficznej roli, jaką pełni on w amerykańskim systemie politycznym: będąc otwartym, kolektywnym, deliberatywnym ciałem przedstawicielskim, Kongres ucieleśnia niemal wszystkie cechy procesu politycznego, których nie znoszą Amerykanie. Z drugiej strony specyficzne cechy amerykańskiego systemu wyborczego i partyjnego, w połączeniu z rosnącą polaryzacją polityczną oraz segregacją elektoratu, skutkują wysokim poziomem poparcia dla poszczególnych kongresmenów, pogłębiając tym samym różnicę w postrzeganiu instytucji Kongresu oraz ludzi ją tworzących.
